Evaluasi Ketersediaan Dan Implementasi Keselamatan Dan Kesehatan Kerja (K3) Di Lingkungan Perguruan Tinggi

Abstrak

Occupational Safety and Health (OSH/K3) is a universal legal obligation that applies to all work environments, including higher education institutions. Government Regulation No. 50 of 2012 on the Implementation of the Occupational Safety and Health Management System (SMK3), along with the Kemdikbudristek SMK3L Guidelines, explicitly require universities to provide a safe and healthy working and learning environment for all academic community members. In reality, however, many private universities in Indonesia — including Universitas Alwashliyah Medan — still demonstrate minimal K3 compliance far below established standards. This study aims to evaluate the availability and implementation of K3 at Universitas Alwashliyah Medan using a descriptive qualitative approach. Data were gathered through field observation, interviews with administrators and academic community members, and review of internal policy documents. The findings reveal that K3 facilities such as fire extinguishers (APAR), evacuation routes, safety signs, first aid kits, and a safety committee unit (P2K3) are critically lacking. No formal K3 policy document, emergency response procedures, or K3 socialization programs for students and staff were found. This situation creates significant occupational accident risks and serious potential legal violations. The study recommends establishing an institutional K3 unit, developing formal K3 policies, procuring minimum safety equipment, and conducting regular K3 training.
